Is this really happening in Kendall County?

On the other hand, could our current Kendall County Board Chairman, Kendall County Administration and some current Kendall County Board incumbents and other Kendall County elected officials be stalling this investigation?

Only Kendall County State’s Attorney Eric Weis knows and he not talking about what has been found to date. His official Open Meeting comment regarding this matter is, “NO COMMENT” and that was made at the end of the 5-7-2013 Kendall County Board meeting.

First Anniversary of Kendall County Board Member’s “PER  DEIM” Investigation

 

On April 25, 2012, I filed a written complaint with Kendall County State’s Attorney Eric Weis regarding possible illegal conduct by two Kendall County Board members, one of whom was the County Board Chairman at that time. On June 19, 2012, the Kendall County State Attorney agreed that I had filed a valid complaint and had provided enough documentation that it warranted additional investigation. It was decided a Forensic Audit would be needed and a Forensic Auditor was hired. http://yorkville.patch.com/articles/forensic-accountant-to-audit-county-...

Forensic Audit Scope and description of the JOB to be performed:  Dennis Czurylo and his firm will review meeting minutes, board rules and related state statutes, payroll information and pay vouchers, which are documents board members, submit requesting pay for individual meetings.

The estimated expense of the forensic audit Mr. Weis requested was between $2000 and $5000. The estimated time to complete this Forensic Audit was around 3 months. One year later, the forensic audit of all Kendall County Board members’ per diem pay/compensation from 12-1-2008 to June 2012 is still incomplete or is it done and being sat on. This forensic audit has cost us taxpayers $15,942 thru the month of March 2013.  Currently as of 5-9-2013, there is No Audit Bill for the month of April to date.

Kendall County Board and Committee meeting minutes, Kendall County Board Rules, Kendall County Board member payroll information, pay vouchers, and related state statutes should all be readily accessible public documents. They are mandated public records, which should be easily found, correlated and cross-referenced, but apparently, that is not the case in Kendall County. During the period in question, all involved in this investigation except for one county board member are all Republican Party members, so one should also ask those responsible “Are the wagons being circled?” Valid questions about the progress of the forensic audit have been asked on the record during County Board meetings repeatedly, month after month, from January through April, with no answer forthcoming. One wonders why the needs for such deafening silence by the new and mute Kendall County Board Chairman John Shaw. I plan to ask the question again at 9 a.m. May 21, 2013 at the Kendall County Board meeting. Why is it taking so long to do a routine review and cross reference of these mandated and vital government records of Kendall County Board Member meeting attendance and meeting pay? After all, both the Kendall County Clerk/Kendall County Treasurer must retain these statutory government records, and they must be on file according to the Illinois Local Records Act.
