The 9mm Buddy Badge and other Unknown Badge Holders at Kendall County Coroner’s Office.

Do you know how many deputy coroners we have in the Kendall County Coroner’s Office? If you do, you are a very diligent person. It is not easy to discover just how many the county has and who they are. I tried to find out and came up with varying numbers and an assortment of names. It would be nice for us taxpayers to know who they all are, and which ones we are paying. If you are for responsible government, you, too, may want to track them down.

I started with the Coroner’s Office records. According to a Freedom of Information (FOIA) request response, the Coroner’s Office reports the “official” number of sworn deputy coroners is 14, with only six of these supposedly currently active.

If you go to the Kendall County Coroner’s webpage at http://www.co.kendall.il.us/coroner/staff.htm you will find a list of nine deputy coroners– three of them honorary. Note that retired Judge James (Jim) Wilson is not listed on the official Kendall County Coroner’s website, but is listed in the
7-10-2012 FOIA. This web list includes William Jeffers as active, but does not
include Judge James Wilson, who was listed as active in the FOIA.

If you review ALL the Sworn Oaths taken and signed for by ALL the Deputy Coroners that have been “Sworn In” by Ken Toftoy since 12-1-2000, you will discover more deputy coroners that were not listed either in the FOIA response or on the Coroner’s website. (Go to http://www.todd4kendall.org/

The Kendall County Clerk provided me with the names of five deputy coroners that were not disclosed in the 7-10-2012 FOIA, 3 of which FOIA Officer Purcell personally swore in on 4-2-2008, and another Deputy Coroner who was sworn in on 9-1-2011 and is a current candidate for Kendall County Board. The fact that Republican District #1 KCB Candidate Matt Prochaska did not disclose he was a sworn deputy coroner on his Statement of Economic Interest makes me curious because Matt was sworn in on 9-1-2011. Matt handed in his completed Candidate’s forms the first week of December 2011.

Conclusion:  Coroner Toftoy failed in the 7-10-2012 FOIA reply to disclose other Deputy Coroners sworn in since 12-1-2000. The five individuals listed below have been sworn in as Deputy Coroners, but were missing from the Official FOIA List:

Bob Reid, Richard Davis, Mark Mueller, Bradford Engel, and Matt Prochaska

Five sworn Deputy Coroners apparently have never done any work, nor has a county payroll number ever been assigned to Bob Reid, Richard Davis, Mark Mueller, Bradford Engel, and Jim Wilson. County Clerk Gillette did confirm that she had a sworn oath for a sixth deputy, Marcy Thompson, from the 1990’s, but she did not have any sworn oath on file for Honorary Deputy Coroner Mike Swindle, who is listed on the coroner’s website.

The withholding of information under the Freedom of Information Act should not be taken lightly and there are legal consequences for doing so.

Jim Wilson has a 12-1-2008 patronage appointment from Coroner Toftoy, which allows Jim Wilson to possess a “conceal and carry” 9mm firearm with associated county liability insurance protection. This is something we taxpayers funded to the tune of $429.93, so Mr. Wilson can pack his 9MM.

Why is Jim Detzler the Chief Deputy Coroner? What does he actually do? Generally, your Chief Deputy is your “go to” person. What does Mr. Toftoy “go to” Mr. Detzler for?

Since the new mandated compensation system (discussed in my prior blog, http://yorkville.patch.com/blog_posts/toftoy-dictates-kendall-county-board-compensation-policy ) was implemented on 4-1-2012, Chief Deputy Coroner Jim  Detzler recently pulled his first day of “On-Call” duty. Mr. Detzler is paid a monthly salary. It appears from the time sheet records obtained, Jim Detzler was paid a salary of $50.00 a month ($600 annually) from 4-1-2012 to 8-30-2012, but was first scheduled to work On-Call ( 24 hours) on 8-26-2012. In fact, from the On-Call Time Sheet records obtained, Jim Detzler has performed little work in over a year. The last time he was scheduled to work and actually may have worked was on or around 9-26-2011. Jim Detzler is the Chief Deputy Coroner, but from the On-Call Time sheet records obtained it would appear that this assigned title of Chief Deputy Coroner is a misnomer. 

I specifically asked FIOA Officer Purcell for a breakdown of duty statistics and activity for each coroner over the past 10 years on 7-10-2012. I was told the Kendall County Coroner’s office does not keep those types of detailed records. If they did, those records would reflect Coroner Ken Toftoy, Chief Deputy Coroner Jim Detzler, and retired Judge Jim Wilson do no investigative work or very little actual field investigative work. Toftoy is being paid
$57,000 to be the Full-Time Coroner of Kendall County. The Chief Deputy Coroner
does not work for months but is paid each month. In Jim Wilson’s case, he is
not even registered as a county employee in the county payroll system, but has
the official title of Deputy Coroner, as do many others that our county board
and county treasurer are unaware of.

Retired Judge Jim Wilson was granted the title of Kendall County Deputy Coroner on 12-1-2008; Jim Wilson has never been entered into the county payroll system since he was sworn in as a Kendall County Deputy Coroner on 12-1-2008. No one from the Kendall County Coroner’s Office has ever even requested a payroll number to be assigned for Mr. Wilson. To date, Judge Wilson’s nonexistent payroll records and nonexistent On-Call time sheets document and prove he has performed zero work in the coroner’s office or in the field. There is some question whether he has even qualified to do Deputy Coroner fieldwork.

There was never any expectation of work being performed by Jim Wilson, just the patronage expectation that Jim Wilson will continue to possess his tin star and his concealed gun while Ken Toftoy is the Coroner of Kendall County. The $429.93
taxpayer-funded training Jim Wilson has received and we taxpayers have paid for
was for “Weapons” training only. Just so, he can carry a concealed gun off duty. Mr. Wilson is off-duty 100% of the time. It is unknown if Coroner Toftoy keeps all of Jim Wilson’s 9mm bullets at the coroner’s office for his own and the public’s protection.

Patronage  Deputy Coroner Jim Wilson has performed  no-work to date and Chief Deputy Coroner Jim Detzler has performed little work, yet these individuals are allowed to be armed in public and can possess a firearm on a 24/7 “conceal and carry” basis with the inherent liability protections provided by the county’s liability insurance policy. As an insurance agent, I can tell you we will not
insure folks that perform no work or are not actively involved in day-to-day
operations, especially when it comes to government jobs, but our current coroner
does. This is a huge liability to the citizens and taxpayers of Kendall County.

Let me ask another question. How many of the other deputies that have been identified are currently carrying their own weapons? Stay tune…. More info later.

It is unbelievable. Somehow Todd thinks not paying people is a 'problem' now.

It's just a coincidence that you have flooded the county offices with FOIA requests for your political opponents, and completely ignored your political allies like Anne Vickery. Allies that have had enough evidence against them to bring them before a county ethics board hearing, with findings of guilt(although no punishment). And a complete brush off of the $11K/yr raises she is planning on giving to her friends. What ACTUAL EVIDENCE do you have for claiming the county liability policy covers these individuals firearms? Any? Of course, you have no evidence, because none exists. This is just another ill-informed speculation of yours that you run with as if it was a fact.

Todd, you are the best supporter of Ken Toftoy there could possibly be. Every article you print reaches one more person who wants nothing to do with your politics. Keep up the good work!

Are all of these individuals allowed to carry?

Deputizing them does not allow them to carry a weapon, it's their training and passing of course that does.

But Todd will never explain that!

If I understand this correctly, the cononer has the power to deputize anyone and give them a badge. Which then gives them the power to carry a gun legally. So we have numerous men and women who don't work at the coroners office but are carrying guns because they are pals of Mr. Toftoy. This scares me, the fact that you can throw these badges around like candy at a parade, and give his friends the right to carry weapons. This is abuse of power, with possible deadly force ramifications. Everyone who has lived in Oswego for any length of time knows that this small group travel the local bar circuit, and now I know they are all carrying guns for what reason?

Other than you being 'scared', there is nothing wrong going on here. It is completely legal within the state of Illinois. If you dislike the situation, then why is it not the Illinois laws that permit this 'special treatment' you are mad at? If Illinois was not the only state which decides its residents can't have the same rights as the other 49 states in the country, maybe the law is broken.

So far, the coroners office has a better track record of who it decides to give gun carry permission to, than the county sheriff does. Remember that off-duty lunatic on the force who pulled a gun on someone in Walmart for having too many items in the express checkout line? I know it was almost a whole year ago, but try to focus. How about the one who was arrested for stealing drugs from the community drop off services. That was the sheriffs decision to give those men the power to carry, and it turned out horribly. Yet, not once single negative instance has gone on(in over 40 years of this being done) from the decisions of the coroners office who to give this responsibility to. If anything, it seems like a very well handled and responsible use of power.

If you were a judge in Illinois(retired or not), you would probably want to keep a gun on you as well. Or do you not know your local history?

If you don't like it, change state law so this special treatment isn't even possible, because all residents would have it already.

If you FOIA the information of the deputies or just take my word from the information that I FOIAed, it will show that some of these people are already in law enforcement or have been trained through the Illinois State Police, to carry a weapon as a declared peace officer.

So stating that they are "throwing badges around like candy at a parade", is very inaccurate to say the least.

These people supply their own weapons and ammo but if need to be trained, are sent to the required course.

I would rather have armed law abiding citizens or peace officers around, rather than have criminals run at will in Kendall.

I did FOIA the information on ALL the deputies that served from 12-1-2000 to present. Coroner Toftoy & FOIA Officer Purcell deliberately chose to withhold the five names in question that you now claim to have a FOIA on. These Five Sworn Deputies have signed an “Oath of Office” filed with the County Clerk and were intentionally left off the Official list. One of them, Matt Prochaska is Candidate for Kendall County Board District #1. If these individuals are “trained” peace officers, why were they not disclosed when asked & where are their credentials?

After what I found and documented, your word is that of an anonymous commenter that refuses to use your own name and take real ownership for your statements. This is one of many inconsistencies & questionable statements you have made along with Mr. Toftoy. Elected Officials are to be held to a higher standard & Mr. Toftoy has failed to live up to those standards of ethical & honest behavior.

Do we taxpayers need to pay for a Management Person (Ken Toftoy) of one full time employee, who both refuse to return a $40 Personal Computer HDTV chip used to watch TV on a county computer? We have 6 to 11 Deputy Coroners, some w/ undocumented training for a 2011 case load of 256 deaths. Less than one death a day per year, the average for On-Scene Death Investigations requires the coroner to leave the office like two times a month. You do the math, I want to hire someone that is willing to & will do the work, not party.

This blog is not a hit piece, it raises relevant questions on how the current Kendall County Coroner, Ken Toftoy runs & staffs his office. It is fair game, legitimate questions have been asked about current operations, & staffing that deserves complete answers. That has not happened, it's been documented in black & white.

It could not be more clear, see 2nd & 3rd paragraphs of FOIA. Note the term “Officially Deputized” in paragraph #2, and the term “Law Enforcement Agent” used in paragraph #3. Yet, five individuals’ names were intentionally and willfully withheld by FOIA Officer Purcell and Coroner Toftoy in violation of the Freedom of Information Act.
No reason has been provided for the Coroner's additional failure to account for all Electronic Assets obtained by Ken Toftoy (charged at ACE Hardware) that we taxpayers paid for & I officially requested, then had that official request ignored.
These are two examples, of many on how Mr. Toftoy believes he does not have to account for his staffing and operations or taxpayer funds spent. Instead, Ken chose to send two deputy coroners on a witch hunt to the Oswego Fire Dept. to try to change the subject & focus from how the Coroner’s office is currently staffed & ran. I properly brought the focus back to the subject, "Current Coroner’s Office Operations & Staffing" with this new Blog.

Scared is a Statement used by myself reflecting the fact that the state law does give this man the right to arm his working Deputies. Keyword WORKING DEPUTIES. The article states that the ones listed as working, and the ones that are not, is the problem. Don't hid behind if you don't like it change the law. Why doesn't his website coincide with the actual numbers. Handing out badges to friends so they can carry a gun is stupid. If they don't work for the coroners office, and I do mean work, then they shouldn't have a badge.

Illinois is the only state to not have carry and conceal. We, as a state, are behind in understanding constitutional guarantees, the 2nd Amendment. Chicago and it's politicians have lead the charge to eliminate weapons (i.e. firearms) in Illinois. They have not been as successful, as they have hoped, and thank God for that.

So, if your issue is the issuance of one man getting a permit or badge to carry, after the appropriate classes, you need to have other concerns that are far more important. Such as, understanding true fiscal responsibility starts at home. Mr. Dabney does not have that quality (2010 Home Foreclosure)

As my Civics teacher told his class a long time ago, if you don't like the law, go run for office and change the law.

Otherwise it is well within the LAW for the Coroner to do this. Now the issue is a non issue.

And while I think of it, who checked out these persons' background? What medications are they using, if any? Will these medications impair their judgement? Who will get hurt, or killed if a gun goes off accidentally? Talk about a litigator's dream. THE CITIZENS SHOULD CONTACT THE KENDALL COUNTY CORONERS OFFICE AND DEMAND THAT ALL UNNECESSARY BADGES BE COLLECTED. For the sake of the safety of the Kendall County residents, and the protection of the taxpayer from multi-million dollar litigation.

Do you have any basis for your claim of liability due to Mr. Wilson or any other deputy carrying weapons?

I doubt it because there are none.

Maybe the you should ask the citizens of Kendall to demand all of the Sheriff's deputies not carry either? and what you have referenced was an issue of a deputy in the Sheriff's department, not the Coroner's office of the incident in Oswego.

Very poor analogy. And Very Poor Taste for your low blow on the law enforcement agencies in the county. You are truly ignorant.

Steve, please be careful or you are going to get yourself sued. Your statement that Wilson has "never worked for the county, as a deputy coroner" is false. He has been on a significant number of calls, and is properly sworn in. Fact is he has not turned in his pay vouchers and is doing the call response work without compensation.

I had a conversation with Dennis Miller, the Coroner of DeKalb County. He says that he does not allow his deputies to carry a gun. He said while it is legal, it is not ethical. Also, he told me that he can carry a gun, but does not.

Dennis Miller, the Coroner of DeKalb County is able to have an opinion like everyone else. He chooses not to have deputies carrying.

If you know the history of Coroner's and they deputies, you would not have stated a question like this

Imagine that the Coroner or one of the deputies are at a crime scene. Then lets say there happens to be an issue, that involves those individuals protecting themselves at that crime scene.

How does the Coroner or deputy protect themselves? Then since they cannot protect themselves, full liability falls on the county in case of injuries or death.

It's a matter of opinion and by LAW the elected Coroners or Medical Examiners can allow deputies to be trained for weapons to carry.

And if you don't think we have a gang problem in the area, you most likely have your head stuck somewhere. You just never know what could happen but when it happens, make sure not to criticize those being prepared. I would rather have a deputy going home at night to their families than being harmed or dead because someone on a blog didn't think it was appropriate to carry.

I'm not familiar with why they would need a gun other than to guess than in rougher areas like Chicago when investigator a murder scene. But in Kendall County? And even the Deputies? Sure seems like an irresponsible thing to do by granting these rights to employees who have no practical reason to be carrying a weapon.

Just because Todd says something, doesn't mean it is true Stephen.
Todd also says these people are not performing official duties. You(and Todd) don't get to have it both ways.
Either they are performing official duties and not getting paid, and therefore operating under the county liability policy...
Or they are not doing official duties, and are not being paid or on the payroll, and are therefore NOT included in the county liability policy.

Nobody expects you to know this, but for an insurance salesman to not know this? Not a chance. This is purposeful deception by Todd in an attempt to weave yet another story of his, light on facts as always. Or maybe he really is just that bad of an insurance agent.
The residents are not as foolish as Todd likes to make them out to be, and they see right through his latest round of nonsense here.

There is ZERO liability to the county, and that was a sheriffs deputy that pulled a gun in line, not a coroners deputy.

It's pretty sad when you and Todd are so confused by personal hatred, that a LIBERAL DEMOCRAT like me is more in favor of gun rights than you and Todd are. Do you understand? You are further to the left than most Democrats are. Let that sink in for awhile.

Why would a coroner be at a crime scene without the cops also being there, especially if it is dangerous? And why would more than the chief coroner need a gun? I understand that the law allows for it, but you can't tell me that this 'right' is extended without some sort of responsibility required of the person giving out these permits. There's no practical reason for it in Kendall County.

Heck, the county dog catcher is at a higher risk of needing a gun during their duties as is almost every convenience store worker; long before all these 'deputies' would need one.

Animal control does carry guns, they are just tranquilizer guns. They are well-trained to use them as well.
I'm sure if rabid dogs carried firearms, the dog catcher would carry a firearm as well.

Jake-- you gave examples of criminal activity, NOT activities that have put the Coroner at risk. The Coroner does not have to be at a crime scene all alone without police protection if it is a dangerous scene.

When is the last time the Coroner or his deputies actually drew a weapon in self-defense?

And those turn into crime scenes. Think there is no danger there? That's just an example of why it would be a great idea to have these people armed. They are declared "Peace Officers" What is so wrong having another individual that is a law enforcement personnel to help keep public safety? Nothing, I wish all Legal, Law Abiding Citizens of Illinois could carry. This would eliminate this bogus argument here!

I understand Mike, I wish I could carry also in this state. I understand your frustration but this is not the way to bicker at a law that this office follows. It's the elected guys preference and if you or anybody else does not like this preference, go run for Coroner and don't allow your deputies to carry.

This is really embarrassing all the time and money going into this argument. While it will never happen, here is my two cents. Take all the campaign money and FOIA money, higher NIU grad students to do a scientifically valid survey of the families Mr. Toftoy has dealt with during his tenure and see if they feel he met their needs. If the majority do, keep him. If not, let someone else do the job. Isn't that what really matters.

The coroners office has a better track record than the sheriffs office. And they should, as the coroners office is a law enforcement office with full arrest powers. The coroner even has the power to arrest the sheriff.

"Harry"- It does not cost any more to have additional deputy coroners outside of the initial training cost, which is under $500. The reason to do it is so that there are additional trained personnel to be ready to assist in a multi-death crisis. Remember the Bourbonnais and Fox River Grove train accidents? You never know if such a crisis could come to Kendall County.

Hold up... Read the article. The guy had his own issues, legally. Next there is no where in Illinois statutes that allows the deputies to arrest. That is only for the Coroner, not the deputies.

As for those deputies in Lake County, if it did happen, pulling people over for traffic issues, that was outside the boundaries of their powers.

I've filed a FOIA request to the Illinois Law Enforcement Training and Standards Board for all the "form E" documents that have been processed (since 1/1/2008), or are being processed. These are the forms that are submitted by the State's Attorney Eric Weis that makes the statement that these people are employed by Kendall County.
I think we will find out that the names that are not on the payroll, but sworn in, will be on that list. It may not be in time for the election but the word will get out there nonetheless. Kenny boy, can I be your buddy? I want to carry a concealed weapon, just in case some guy wants to get into an argument with me at the Oswego Wal-Mart.

I've received my response from the Illinois Law Enforcement Training and Standards Board. Before training is permitted (for carry and conceal), a Form E has to be filed with them. The form includes a declaration that the person is employed by the agency requesting the training to get the permit. However, the Board does not get into whether or not they get paid. So, Mr. Toftoy has conducted his business legally. He can deputize a person, send a form claiming that they are employed by the county, and the new deputy can serve for no pay. Which is the solution to being able to carry a concealed weapon. Become a good friend of Ken Toftoy.

A person can only be employed when they complete an I-9 form, it is a Dept. of Homeland Security form. NO, “I-9” forms are on file for five deputy coroners with the county payroll dept.

Once again, Todd, your inability to construct a coherent request, is not the same thing as the information not being on file. A correct statement would have been 'No information relating to my specific request was located', after describing the EXACT workding of your request. This isn't a sales pitch you are making, and if you continue to use weasel-words, purposely leave out important details, and purposely structure your sentences in deceptive ways, you are going to continue to destroy your reputation. Although, it can't really go any lower now.

I'd tell you how your request was wrong, but I would miss out on the opportunity to watch your bury yourself in confusion. You deserve everything that you are doing to yourself.

I think it's time to see a FOIA of all the FOIAs that Todd has spent taxpayer resources on.
It's time to hold him to the same accountability he 'demands' from others. And allow the taxpayers to see if he has been a net positive, or a net negative. After all, money is obviously what he is most interested in at the expense of everything else.

As much as I would like to claim how much money he has wasted, I will refrain from doing so until I see all of the actual numbers. Perceptions, after all, can be wrong. Although, even adding up the number he has claimed to make in the course of his 'stories' in the past 12 months would be quite telling.

No body could say it better in the county, that's why he is out of the county attacking Toftoy because of a political boundary that protects Ward.

Keep on trying guys.. I'm sure you will hit the target sooner or later. Who am I kidding, they will never be able to hit any target. They keep on shooting themselves in the foot.

Nov. 6th. Vote for Toftoy, the guy that has the Experience, Compassion, Leadership and Motivation to handle the difficult situations in life that his opponent could only dream of doing.

Because what do you get with Dabney, A guy who claims he could do it all (He must be superman) , only keep the office open specific hours (cannot wait when there is a backlog of all the subpenas that are not getting processed and calls), handle a budget (when he could not even handle his own household budget and lost his home in foreclosure) and reduce office supplies(because when it comes time to handle autopsies and toxicology, supplies just take up unnecessary space that you could fill later with empty promises from a campaign.

Well.... After a little investigating and asking questions politely, I have found out some info that all would like to know, especially the Toftoy haters.

Judge Wilson did receive training on to carry a firearm and has assisted in helping out with cases that needed another deputy to help.
He received no pay and has done a service, several services, to the county for free...

He has not been able to cover time (on call) due his wife's cancer that she has been seeking medical care for and that requires Judge Wilson to remain at home, not being able to take calls.

hmm... Seems like some of you folks should be ashamed of yourselves going after a man that is taking care of his sick wife. You guys are the biggest LOW LIFE'S on the planet.

He it is..

Yo-yo and Todd don't care for the Second Amendment or the ability to protect the public at-large with individuals that are trained to respond. They are more interested in getting their Two cents, No that's not right, Their NON-SENSE in to defame and slander good people. I am sure that one day, out of all the people that those two have messed with, their day will come.

Here's another one for all you out there, I know Todd and Yo-yo have been harping about all of these deputies, mind you they are not collecting a dime of money from the county.

If Todd and Yo-yo studied up the State Statutes of a Coroner, they would have an understanding, including their candidate Dabney, which I will now refer to as Doofus, to why several deputies on the books is a good thing to have that are not taking calls on a regular basis.

For example: Who is allowed to by state law to remove a body? The Coroner and his deputies.

If there ever happens to be a major disaster where mass amounts of casualties occur, how does one man do this? (Ask Doofus Dabney, he has the answers to this one since he will have call forwarding and run a 24/7 operation by himself.)

Real answer: Sworn deputies, that are trained, can assist the Coroner by doing individual cases without the Coroner present because he has delegated authority given to him by the Illinois State Statute.

Ah yes, Mutual Aid. Even though mutual aid pacts between coroners were only first started A FEW MONTHS AGO, you are going to apply it as if it has been there forever.

Watching this crowd shoot off its mouth, and only checking its 'facts' afterwards, is what torpedoes every single thing Todd is involved in. I can see why certain people find themselves agreeing with him so often, as you have the same faulty process.

Todd was actually at the meeting this was discussed at, and was there for the voting of it. Seems odd that he can't remember something that just happened. The coroner and deputies are still the only ones that can remove a dead body from a scene, there is nothing at all in the mutual aid agreements that changes that.

Kendall County does not have a Hospital. We had 256 deaths that the Kendall Coroner processed last year. DeKalb County had over 500 deaths and La Salle County had over 900 deaths. Mr. Toftoy compensation was adjusted recently in the past couple of years to bring his pay up to par with nearby counties, yet he again asked for a $9000 raise this year.
Your statement regarding number of deaths is blatantly untrue. We are a county of 18 miles long by 18 miles wide with no hospital. 90% of deaths processed are nursing home or hospice related where individuals in their last days choose to preregister w/the coroner's office. 10% of deaths processed require the coroner to actually do a death scene investigations. Again, we had 256 deaths last year, 24 deaths required an autopsy, there are 365 days in the year, you do the math and then you can understand how someone like Mr. Dabney who is willing to do the workload of the coroner can now cut the budget by 20% plus and do it on, day one, 12-1-2012.

And I did not state those are the combines counties that I am referring too...

On 12-1-12, I'm sure we will see Mr. Toftoy still going to work at the Coroner's office performing his duties, as usual. He will also be providing education courses to the teens in the area, to which I know his deputies assist on and teach too, at no cost to the county. And all will be going great for the county because Dabney will never have the keys to that office.

Remember, how can a guy, like Dabney, handle and slash a govenment budget, since he could never handle his own finances and lose a house??

He cuts the budget by 20% because he will not pay the bills from the office as he did for his house.

What is embarrassing is Mr. Toftoy, purposely withheld official information about who were deputy coroners & the total number of deputy coroners. What is embarrassing is that five of the deputy coroner's in question, do not have any completed official county employee forms on file to include the Department of Homeland Security "I-9" form, something that is required for employment & mandated by the Federal Government. The “I-9” form is a legal requirement that every employer must comply with. Again, Mr. Toftoy’s disregard for official procedure & his lack of professional behavior for conducting his official duties has been brought into the sunlight for all to see.

Wrong again Todd. This has been pointed out to you MULTIPLE TIMES already, and you continue to do it.
You do not have the evidence to support what you are claiming.
You asked the coroners office for forms, they told you they don't have them.
From there, you made the ridiculous leap that this means the forms don't exist, instead of the more rational conclusion that you failed to ask the right question. In your continuing arrogance, you think the county works for you and will bend over backwards to get you what you want. In reality, you have burned enough bridges that they are going to follow the letter of the law on any requests that come from you. That means, unless you ask EXACTLY the right question, you are not going to get anything back.

Let me try an example for you;
Someone hit my car while it was parked, causing significant damage to it. I then ask you if you own a car, to which you respond 'yes'. From there, I make the leap that since you said you have a car, it must have been you that hit my car while you were driving drunk without wearing your seatbelt.

I told you already that you didn't ask the right question, but didn't tell you how to correct it to get the information you wanted. Instead of learning what you did wrong, you are persisting in your ignorance. willfully.

This is exactly the pattern you have exhibited in multiple posts, and it is becoming clear that you do not possess the cognitive ability to understand what you are trying to talk about.

Todd has an interesting history. I'm sure many people remember his alignment with a group who was protesting the landfill that was trying to be brought into town.

It just so happens, that Todd was on the right side of this argument, but for all the wrong reasons. When he sensed he had 'won', he thought it was because of his own actions, and not the concerted efforts of a majority of residents. After all, it's not hard to be on the right side when opposing a physical pile of garbage.

This is where the Todd we see today came from. After that incident, his ego went into overdrive, and suddenly he thought he was validated for his behavior. He doesn't realize what damage he has done to himself in the intervening time, he actually thinks that he is providing a 'service' for the community.

Unfortunately, his fall will be even quicker than his perceived 'rise'. With each passing article, he gets closer and closer to crossing the line between legal, and not legal. Because he has the experience of dealing with a SLAPP type lawsuit already, he thinks he knows what his limits are. However, just like everything else he has posted, he only has a poorly understood surface understanding. This is his fatal flaw, and it will be of his own doing when he finally goes over the line that one last time.

Sounds like most people on this blog seem to know about local politics, so I will ask this question here - Does anyone know anything about the Deputy Chief of Yorkville Police Department being forced to resign a couple weeks ago??? I heard this from my neighbor. Supposedly the guy was trying to set somebody up to get in trouble/fired and got caught. Anyone know? Anyone know who the guy is? Suppose to be a major cover-up.

Your neighbor should not gossip without evidence to backup their claims. Yes, the deputy chief resigned, but it had nothing to do with a setup, and it is not being covered-up.

He was caught by the State Police after an investigation. He was stealing drugs from the county drug drop off program, mostly used by seniors to get rid of expired medicine. It was supposed to be destroyed, but it was stolen by this police officer instead. While he says it was a 'personal addiction', there is no way 1 person could consume the amount of pills he was stealing.

As you may have noticed, Todd here was busy filling FOIA requests about what his political opponent was eating for dinner while this was going on. I'm sure a lot of people were glad that the counties limited resources were being directed to this.

This retirement has many citizens that pay attention to local government events wondering why it happened so quickly and without prior notice.

I voted for all Republicans save one race. Any guesses? It's about time that Republicans act like Republicans. Wasteful spending, padding the payroll, and paying for ammunition for non-salaried employees is not my Republican way of thinking. Although I contributed to Republican Rob Russell, Jon Zahm, and his wife have a point. If you think that the Republican nominee is not acting like a Republican, you can go out and work for the other guy. Zahm's family is working for both Republican Toftoy, and Democrat Martinez. He, and his wife think these candidates are the strongest. He, and his wife are paid by these candidates, so they must think this way. I'm just a rank amatuer, as Zahm puts it. I reserve the right to think freely.

Todd,

You are supporting a guy that would strip the Office of Coroner and make it a shell. This office, that Toftoy made and is an example to model even in Cook County and throughout the state, is how it is supposed to be operated.

It seems that your lack of ability to work in this settings, or in that job, now must bare the brunt of your stupidity and FOIAs leading no where. It shows that all you have is a vendetta to personally harm people as best as you can do. Heaven help you if you piss off the wrong person because Toftoy or one of his deputies will have to pick you up and they will still be professional about it.

Remember, Dabney called all of those deputies "Unprofessional". This man is a sad excuse of a person to be pointing a finger at people about being unprofessional, when he is the one out there getting write ups at his current job. I bet Dabney will have to resign from his post on OFD after this election!

Dabney will treat the office like he did his mortgage and that is how he will cut the budget by 20%. He just won't pay the bills.

I have never disguised my work product or myself, I use the name given to me at birth. The truth is a hard thing to deal with once it has been brought into the sunlight. It is a fact that Mr. Dabney can cut the Kendall Coroner's Office budget by more than 20%. Because he is willing to do the mundane clerical tasks and be the one to do the needed death investigations that are required. Those tasks can be performed by Mr. Dabney because of the coroner’s light workload. Last year we had 256 deaths, less than 10% required an "On Site Death Investigation", less than 1 death a day.

You continue to attack Mr. Dabney because Mr. Toftoy chose not to address the issue of number of staff needed to run the coroner's office or defend his spending for questionable items. Kenny’s creative cataloging of his extravagant expenses is well documented in line items within the budget that are unrelated to the “need” we taxpayers paid for. This is not fiction; it has been well documented with facts, which have proven many of the statements made by Mr. Toftoy to be false, a sign of a well-seasoned politician who literally does little or no work. Mr. Toftoy believes we need a Coroner to manage of one employee and 6 deputy coroners, I do not. You choose to defend the Toftoy façade and the farce it is, but will not use your real name, Why?

You never address the issues with Dabney. You have no clue on the operations of that office and the necessity of it.

Your idea is to strip that office and leave it with an incompetent person(Dabney). You have little to no understanding that the office must maintain a standard (how to operate a computer, Dabney's disciplinary issues of not knowing how to do reports on a computer). Finances need to be done by a candidate that does not have personal financial issues, as Dabney has from his foreclosure.
Why don't you state on this forum, for all to know, what Mr. Dabney makes from his $74,000 salary position on OFD as a paramedic and the accumulated pensions he collects?

You hid more than you present. Your credibility is shot and this is my real name thank you.

Wow there is a lot to take in on these posts. A couple of things stick out, first, I assume that the DeKalb coroner is a democrat because of this statement, "I had a conversation with Dennis Miller, the Coroner of DeKalb County. He says that he does not allow his deputies to carry a gun. He said while it is legal, it is not ethical."

That doesnt even make sense, why would carrying a gun be unethical for a law enforcement officer which a coroner is. The days of Mayberry in Kendall are over, he should carry a gun.

Second, Steve, you call yourself a Republican or at least say you support Republicans except Toftoy, yet you are opposed to one of the fundamental planks of the Republican platform, the 2nd amendment. I googled you and found an interesting tidbit, you actually ran as a democrat against Dennis Hastert once upon time. Would it be fair to say that you are actually a democrat and you like to try to take out Republican leaders? Speaker of the House, Chairman of the GOP...next will be President Romney.

You will never get the answer from anyone, in regards to this matter. The retirement to this issue was not in relation to the Coroner's Office. Another story has been tried to be attached to the Coroner's race without merit. Why? Good question since neither have been linked. My thoughts is that it is another wild goose chase leading to no where like many of Milliron's articles.
